<br />Roseville Planning Commission Minutes <br />September 2, 1987 <br /> <br />Page 6 <br /> <br />Berry thanked the neighbors for their concern, and stated this is <br />how one really learns how government works. She also clarified <br />that Har Mar and Lexington Plaza were already zoned commercial <br />and, therefore, the developers had the right to develop com- <br />mercial projects on those sites. The Planning Commission and <br />City Council could essentially only complete a site plan review <br />as it related to these developments. Berry also stated her <br />concern that other significant options for this site were not <br />considered and the fact that the developer did not use an inde- <br />pendent appraisal of his own during the negotiation process. <br /> <br />Moeller stated it was obvious to him that this proposal clearly <br />did not meet the intent of the Comprehensive Plan. <br /> <br />Roll Call, Ayes: Johnson, Maschka, Berry, Stokes, DeBenedet, <br />Goedeke, and Moeller. <br />Nays: None. <br /> <br />Berry moved, DeBenedet seconded, that the Gerald Kaufhold request <br />for rezoning at 1130 County Road B be denied based on the <br />following findings of fact: <br /> <br />1. That the size and intensity of the rezoning request is not <br />consistent with the Lexington area, particularly as it <br />relates to the proposed B-3 use. <br /> <br />2. That the proposal runs counter to the City's policy of dis <br />couraging commerical strip development on Lexington. <br /> <br />4. <br /> <br />That the City has sought to protect and preserve R-1 zoning <br />where it currently is in place. <br />That the adjacent areas to the south are zoned R-1. <br />That the plan amendment and rezoning are inconsistent with <br />the current land use in the area. <br /> <br />3. <br /> <br />5. <br /> <br />6. That the rezoning is inconsistent with the Comprehensive <br />Plan. <br /> <br />Roll Call, Ayes: Johnson, Maschka, Berry, Stokes, DeBenedet, <br />Goedeke, and Moeller. <br />Nays: None. <br /> <br />DeBenedet moved, Maschka seconded, that Gerald Kaufhold's request <br />for a preliminary plat and variance at 1130 County Road B be <br />denied based on the following findings of fact: <br /> <br />1.
