<br />Planning Commission Minutes <br />November 4, 1987 <br /> <br />Page 4 <br /> <br />Mr. Dressler asked for clarification of when the fence would go <br />down. <br /> <br />Stokes asked whether the applicants were going to develop any <br />other facilities in Roseville. The applicants replied that they <br />did not envision opening other facilities in the City. <br /> <br />Cushman stated that, in her opinion, it is important that Ramsey <br />County, which licenses these facilities, explain to adjacent <br />residents what exactly is occurring, and what the licensing <br />requirements and responsibilities entail. <br /> <br />Planning File 1801 <br />M. W. Ettinger Transfer Company request for a variance at 1665 <br />West County Road C. <br /> <br />Presentation <br />Dahlgren showed the area, and pointed out that Ettinger was <br />proposing to lease the eastern parcel to Strick Trailer Leasing <br />Company. Dahlgren discussed the current situation with Heritage <br />Inn, which entails the fact that Strick is currently maintaining <br />its leasing operation on the Heritage Inn site, which essentially <br />is a gateway into the City's targeted area. A special use could <br />potentially be positive in that it's a temporary use, removes the <br />trailers from the Strick site, and it keeps the Ettinger site as <br />one parcel for future higher intensity developments. <br /> <br />Dahlgren did point out that it was critical that there not be any <br />truck parking within twenty feet of the right-of-way. <br /> <br />Janisch pointed out that a sidewalk would be needed, as this area <br />is on the pathway plan. He also stated that drainage should be <br />approved by staff. A temporary holding pond or a catch basin <br />could address the problem. <br /> <br />Bill Bixby, CEO with Ettinger, stated that he agrees with the <br />City's development objectives, and plans to work within those <br />parameters. He stated that he fully understands that the Strick <br />Lease usage should only exist on a temporary basis. <br /> <br />Stokes asked how the existing building would be utilized. Bixby <br />replied that it would simply be used for storage. <br /> <br />Goedeke asked as to whether the fence on the site is behind the <br />right-of-way line. Bixby replied that he thought it was. <br /> <br />DeBenedet asked <br />would utilize. <br /> <br />what type of materials the temporary building <br />Bixby replied it would be a wood sided building. <br /> <br />DeBenedet asked whether the City could defer the sidewalk devel- <br />opment. Janisch replied that that would require a variance; <br />however, the code does state in this instance that the sidewalks <br />should either be constructed or the funds placed in escrow. <br />DeBenedet asked the approximate cost. Janish replied approxi- <br />mately $3,500. <br />
