Seltz replied that he would consider dedicating the <br />west half of Parcel A and a triangular portion of Parcel B. <br /> <br />DeBenedet asked if the city had access to the lake. Janisch <br />indicated the city has a storm sewer easement, not access <br />easement. Janisch indicated that the proposed ponding easement <br />would serve the city's needs. <br /> <br />DeBenedet inquired if the hammerhead turnaround would become a <br />guest parking lot which would restrict the turnaround. Janisch <br />indicated that he felt that it would not become a parking lot and <br />sufficient room exists to turnaround. <br /> <br />Berry closed the hearing. <br /> <br />Cushman asked if the city owned lots on the south side of South <br />Owasso Boulevard. Janisch indicated that the city had acquired <br />the lots between Matilda and Galtier. <br /> <br />Cushman asked if these lots would provide parking for canoe <br />access to the lake. Janisch indicated that was not the intent. <br /> <br />Berry stated that she was disappointed that the council did not <br />want to purchase the site for the park, but that this proposal <br />seemed realistic. Berry indicated that she liked the fact that <br />the house on Parcel B is being kept away from the powerlines <br />because studies have shown that power lines can have an adverse <br />impact on health including higher spontaneous abortion rates. <br /> <br />Cushman indicated that the council felt that the additional park <br />is not necessary because the shoreline is adequately protected <br />already. Cushman stated that the proposal was a reasonable way <br />to handle the site and that she appreciated the cooperation Mr. <br />Seltz has shown. <br /> <br />Maschka asked how the park land dedication should be handled. <br />Dahlgren suggested that the east line of the park be extended <br />northward through Parcel A. <br /> <br />Maschka moved, DeBenedet seconded that the John S. Seltz request <br />for division of lot at 210 and 220 Woodland Avenue be approved <br />with the following conditions: <br /> <br />1. That the driveway width of the southerly most lot, <br />shall be a minimum of 12 ft., and adequate provision at <br />the end shall be made for a turnaround for a fire <br />truck if determined necessary by the Fire Marshall. <br />
