ROSEVILLE PLANNING COMMISSION

Page #7

Wednesday, January 6, 1988

there would be 120 parking spaces provided, versus 73 parking
stalls required by ordinance. Dunwell indicated that the peak
Rose Gallery usage would be during the large auction held on
Wednesdays.

Dunwell indicated that they have responded to neighborhood
concerns about the park by adding additional land to the park to
maintain the existing hockey rink. They would also provide
parking to the city at no cost. Dunwell also indicated that they
responded to a neighborhood concern by providing only one
driveway onto Lexington Avenue.

Dunwell described the various aspects of the post office project
including the traffic flow, mail drop, employee parking, customer
parking, and the location of parking for postal vehicles.
Dunwell indicated that parking shown is the 20 year projection of
parking. He indicated that the post office requires only that a
10 year projected needs be met on the site, but that he has shown
the full 20 year projection. Dunwell passed out pictures of a
postal facility in Anoka showing what the Roseville building
might look like. He indicated that it would be a one story all
brick structure.

Dunwell discussed the timing of project. He indicated that he
had attempted to get clarification from the post office about
their intent, and while he did not obtain any concrete answer, he
was told that the post office had not been told to stop the
acquisition process. He indicated that following the rezoning,
appraisals would be ordered, soil bearings completed, and a
survey obtained, and the acquisition negotiated. Dunwell
indicated that the post office acquisition would take 6 months,
it would take another 6 months to develop plans and to bid the
project, and it would take 6-8 months to construct the project.
A post office representative indicated to him that they were
still proceeding on the schedule, and it continued to be a high
priority item.

Dunwell indicated that the post office indicated to him that they
would anticipate 500 to 1000 transactions a day, that the public
window would be open from 8:30 to 4:30, that peak times would be
8:30 to 9:00, 12:00, and from 4:00 to 4:30. He indicated that
employees arrive at 6:00, leave on their routes at 8:00, return
to the post office between 1:30 and 2:30, and leave at 2:30.
Dunwell indicated that there would be post office semi's
arriving from St. Paul at 5:30am and 7:30am, and the trucks would
leave to St. Paul at 1:30pm. and 5:30pm.
