<br />ROSEVILLE PLANNING COMMISSION <br /> <br />page# 6 <br /> <br />Wednesday, April 6, 1988 <br /> <br />Presentation <br /> <br />Dahlgren outlined the location and history of the site. <br />Dahlgren summarized the proposal and it's similarity to a project <br />that was built in the city of Minnetonka. Dahlgren highlighted <br />the parking situation indicating that while the number of parking <br />stalls was under the requirements for mUlti-family housing, it <br />was consistent with previous approvals for elderly housing and <br />consistent with the experience at the Minnetonka facility. <br />Honchell summarized the engineering concerns, including the major <br />relocation of sanitary sewer lines, the actions of the grass lake <br />water management organization, and suggested that conditions to <br />consider should include provision of a six foot sidewalk on <br />victoria, a ten foot right of way dedication on victoria, and <br />that the final details and location of utilities be worked out <br />with the staff. <br /> <br />Mr. Schuster summarized his family's association with elderly <br />housing, wi th this particular site, and with the Lake Ridge <br />Nursing Home across the street. Richard Webb informed the <br />commission about how they have worked with various groups, <br />including the Grass Lake Water Management Organization, the Lake <br />Owasso Homeowners Association, the Parks Department, the Fire <br />Marshal, and the neighborhood to resolve all of the concerns on <br />the site. Webb highlighted the unique nature of this senior <br />housing alternative, as a non institutional facility which falls <br />between an independent living situation such as Rosepointe and a <br />Nursing Home such as Lake Ridge. Webb informed the commission <br />that the average age of occupants is 82, and that they rely on a <br />holistic approach to the needs of the residents and tailor the <br />services provided to the needs of the individual. <br /> <br />Arvid Ellness, architect for the project, summarized the <br />proposal, how it fits on the site, and how the proposal has <br />evolved to meet the concerns that have been brought up. Maschka <br />asked if a red roof would be used, what the proposed building set <br />back from victoria was, what the height at the top of the gables <br />was, and if a pathway was necessary along Victoria Street. <br />Ellness responded that there had been no decision on the roof <br />color at this point, that the total height of the building was <br />equivalent to a three story building at the top of the ridge, and <br />that the set back from victoria was 36 feet. Honchell responded <br />that the pathway system indicated that a sidewalk should be <br />provided on the site, but that there was no immediate plan to <br />construct one. Webb pointed out that the residents of the <br />facility do not do a lot of walking and that the interior <br />environment is important too. <br /> <br />Johnson asked what the height of the building would be in <br />relationship to the height of the trees. Ellness replied that <br />the section drawing represented the correct height relationship, <br />
