<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Pagett 13 <br /> <br />Wednesday, June 1, 1988 <br /> <br />limited basis such as we do with garage sales and grand openings. <br />Dahlgren further commented that courts like uniformity. <br /> <br />Maschka question what was the problem we are trying to resolve. <br />stokes stated that it appeared there were three types of uses <br />where this would come in to play, including sidewalk sales, <br />outside merchandising at gas stations, and hardware stores. <br />Dahlgren pointed out that the ordinance is ambiguous, that <br />complaints have been received and that there is a need for <br />clarification to be able to provide uniform enforcement. <br /> <br />Berry pointed out that she has filed complaints relating to <br />Super America because they agreed not to do outside merchandising <br />as part of the approval in the past. <br /> <br />Johnson stated that it was important for the city to establish <br />what look it wants. <br /> <br />Goedeke indicated a concern that regulations might chase small <br />business away, and that it might be better to leave well enough <br />alone. Johnson pointed out that the city can't be discriminatory <br />in enforcement. <br /> <br />Berry pointed out that the city can establish clear standards and <br />that in her opinion, hardware stores that display lawn mowers <br />during the day and taking them in at night is much different then <br />the constant display of boxes at gasoline service stations. <br /> <br />Maschka stated that he didn't feel it was a problem. Johnson <br />indicated that there was not a problem because the city has <br />existing lots. <br /> <br />Dick Houck, 1133 Roselawn Avenue, stated that he had become aware <br />of the problem because a hardware store he was acquainted with <br />was made to remove a storage building but not the display of <br />lawnmowers. Mr. Houck pointed out that business people need to <br />display their merchandise for business purposes, and that they <br />should be present to provide their concerns to the commission <br />before any ordinances are changed. Houck indicated that there <br />was no need for ordinance change because there is no abuse in the <br />community and no citizen complaints. <br /> <br />Johnson indicated that planning commission members do receive <br />complaints from citizens. <br /> <br />Al Kehr testified that he had not received any complaints <br />concerning outside storage and merchandising. <br />
