<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Pagett 14 <br /> <br />Wednesday, July 6, 1988 <br /> <br />stokes pointed out that there were problems with other centers <br />including Loehmanns and the center on Rice and Transit Avenue <br />which is mostly vacant. Naumacher replied that he believed that <br />the problem was that another development came on line at the <br />same time in the area along Rice street which caused an over <br />supply of space. <br /> <br />Ann Berry commented that there was a credibility problem here, <br />that the neighborhood was informed about the area, and knows <br />about the vacancies in shopping centers while the developer does <br />not seem to be informed about the other centers in the area. <br /> <br />Waldron summarized the problems with Pavilion Place and the <br />problems with the center at Rice and Transit Avenue. <br /> <br />Leslie Berry, 2835 Merrill Avenue, asked what percentage of <br />subsidized housing would be required for this development. <br />Waldron replied that while the city could require that a certain <br />percentage of the housing units be affordable to low and moderate <br />income persons, but they would not be doing that in this <br />particular case. <br /> <br />Katie Harms, 2825 Merrill, asked what the effect of this project <br />would be on police and fire response time and needs. Gregory <br />pointed out that there would be security personal on the site in <br />the evenings and that the buildings would be fully sprinklered. <br />Waldron reviewed the costs and the impact on the city which <br />showed that during the short term there would be increased cost <br />for the city but that over the long run, the new taxes generated <br />by the developments would greatly exceed the increased police and <br />fire costs. <br /> <br />The Fire Chief Bob Koehn stated that there are problems today <br />getting volunteers to fire station number 1, and getting trucks <br />out onto Lexington Avenue because of existing traffic levels. <br />Koehn stated that the increased traffic would impact the fire <br />department's response time. Koehn discussed the pros and cons of <br />installing a signal at the intersection of Lexington and <br />Woodhill. <br /> <br />Johnson asked if there were any solutions to the problem. Koehn <br />responded that there really weren't, that the city is growing and <br />people have to realize that traffic is increasing in the city. <br />Koehn pointed out that access on C-2 to and from the project is <br />not necessary from the fire department's standpoint. <br />
