Koehn pointed out that <br />25 - 30 intersections have this system and that any new signals <br />have the opti-com system. <br /> <br />Waldron asked what impact a commercial development would have <br />versus residential development. Koehn responded that the traffic <br />problem would be less with the proposed proj ect than a totally <br />commercial project. <br /> <br />Mary Wegerson, 2901 Merrill, asked what impact eliminating access <br />from the proj ect on C-2 has, what process would be used to <br />construct C-2 in the future and asked what percent of the <br />apartments in the ci ty in the metro area would be similar to <br />this project. Gregory responded that C-2 has no impact on the <br />project whether it is built now or later, and that this <br />development is a unique product and would not compete with other <br />products in Roseville because it has many more amenities. <br /> <br />Dahlgren indicated that the council could vacate C-2 or the <br />council could decide at any time to construct it. There would be <br />public hearings before the construction would occur. <br /> <br />Dan Hunt from Coldwell Banker testified that this project was at <br />the top of the market when compared to others in the cities. The <br />only similar other type of project would be the Cliffs in <br />Minnetonka. Hunt indicated that there is a great demand for <br />nice, new, apartments for residents who live here or who want to <br />live here because of the jobs in the area. <br /> <br />An unidentified resident stated that no rental project will <br />improve property values. <br /> <br />Mrs. Koren, 1303 County Road C-2, commented that she moved to the <br />area because she likes the lifestyle, and that she had surveyed <br />apartments in the area, and found that there is not a market for <br />rental units in the area based on her studies. <br /> <br />Trish Lind, 2807 Merrill, indicated concern about what happens in <br />the future with County Road C-2. <br /> <br />Leslie Berry stated that it appeared that over 700 units of <br />housing would be coming on line and questioned if there was a <br />need for so many apartments. <br /> <br />Waldron summarized the housing absorption rates predicted by the <br />PFS study, which indicate that over the long term the city can <br />
