ROSEVILLE PLANNING COMMISSION

Page:#: 17

Wednesday, July 6, 1988

Anderson asked if there would be hearings before C-2 would be
constructed. Dahlgren responded that yes there would.

Paul McLean, 2855 Oxford street, pointed out that he lives east
of Lexington, and that he typically has a 5 minute wait to get
onto Lexington at C-2. McLean inquired about what would happen
to the other vacant land in the area, and pointed out that there
were enough shopping malls in that particular area, and that the
single family neighborhood should be protected.

Katie Harms, 2835 Merrill, testified that other up-scale
developments have changed to condominiums. Harms stated that
this type of proj ect is more appropriate in Eagan, and not in
congested Roseville. Harms suggested that Roseville doesn't have
to be totally developed, and that she could not see many benefits
to residents in the area.

MCCulloch, 2718 Griggs, pointed out concerns over traffic in the
area, the potential for increased police calls, concern about a
parking lot being located adjacent to his property and with the
potential impact of this development on the existing water
problem which he has in his back yard. Gregory responded that
all of the drainage from their site will go to the east, and that
landscaping and berming will be provided on residential
properties. Keel stated that the city policy is that when new
parking lots are developed, that they will have to have proper
drainage and not cause problems.

John Savre, 2843 Dellwood, stated that the neighborhood doesn't
want this project.

Leslie Berry commented that other options need to be explored
which include ownership, housing, and less density. Berry stated
that it is not the job to protect the developer, but to protect
the neighborhood, and to protect the quality of life in
Roseville.

Johnson closed the public hearing.

Moeller stated that the amenity level indicated that this
project might be converted to condominiums in the future and
asked what the developers track record was on conversion.
Gregory responded that his company had not converted any of it's
buildings so far, and had no intention of doing that, but that
the option is being left open.
