<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Page:#: <br /> <br />3 <br /> <br />Wednesday, July 6, 1988 <br /> <br />Presentation <br /> <br />Dahlgren summarized the location and history of the site <br />including the lease of the site by District 916 and the various <br />proposal and park dedications previously considered. Dahlgren <br />testified that his concern was that the proposal was the <br />cheapest, easiest solution, not the best solution for the site. <br />Dahlgren further stated that the north half of the site is <br />unplanned and that the comprehensive solution to the site has not <br />been proposed. Dahlgren informed the commission that it would be <br />appropriate to not accept this preliminary plat and to ask for a <br />total solution for the site. <br /> <br />Kaufhold summarized the history of his proposals on the and <br />stated that he has no need for the south half of the property <br />because he has a lease agreement with 916 to lease the existing <br />school building for two years with options for a third year. <br />Kaufhold pointed out that there is no other better plan for the <br />site. Kaufhold commented that he is asking for no assistance <br />from the ci ty and that his proposal would put the property <br />immediately back on the tax rolls. Kaufhold stated that the <br />building is in good condition and that District 916 may need the <br />building for a long time, and if not he would look for another <br />school to locate the building. Kaufhold reiterated that he must <br />have preliminary plat approval to finalize his financing and that <br />denial would infringe on his rights. <br /> <br />Dunwell pointed out to the commission that there have been no <br />acceptable alternative developers for the site. Dunwell further <br />testified that to preserve four acres of park on the site it <br />would be necessary to develop the remainder with 160 units of <br />housing in a 10 story building with parking for 320 cars. <br /> <br />Dunwell added that the council at a recent work session, had <br />determined that Baton proposal would involve too much subsidy and <br />provide to high of a density. This leaves the current proposal <br />as the only one left. Dunwell testified that the current <br />proposal meets all of the previous concerns that the whole site <br />is planned and requires no rezoning. Dunwell informed the <br />commission that the school building would be like any other <br />leased building which may be vacant. <br /> <br />Maschka asked what the opinion of the applicant was about payment <br />of cash in lieu of land. Kaufhold responded that it doesn't make <br />a difference. Dunwell pointed out that he would defer this <br />question to the Park Board and that it makes no difference to <br />them. <br />
