<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Paget 13 <br /> <br />Wednesday, August 3, 1988 <br /> <br />stokes supported the idea of tabling this matter, and indicated <br />concerns about traffic, tax increment financing, confusion with <br />the school situations and the need to study fire department <br />impact. <br /> <br />Maschka supported laying this matter over and stated that issues <br />which needed to be looked at were materials, water pressure <br />problems, whether or not zero lot line housing makes sense, what <br />the housing need in the city is, how to consider the unique <br />culture and needs of the vietnamese Temple, and policy direction <br />on housing and the city's involvement in assisting housing <br />development, and whether or not the recreation center was needed <br />and how it should be financed. <br /> <br />Moeller stated because of the scale and size of this proj ect, <br />that delay is not unreasonable, but that the commission should <br />give direction to staff and the developer. Moeller stated that <br />alternatives should be explored which allows the church to <br />purchase additional land to control what happens around them. <br />Moeller said that the zero lot line concept is an option which <br />should be explored, and that the fire department needs should <br />also be answered. <br /> <br />DeBenedet supported tabling the item and stated that the city <br />should take the time necessary to explore all the issues. <br />DeBenedet pointed out that sometime something will happen on the <br />site, and the question is to make sure that it is the best <br />proposal. <br /> <br />Berry concurred with delaying the proj ect, and stated concern <br />about the misunderstanding about tax increment financing. Berry <br />supported review of the zero lot line concept to provide a broad <br />range of housing choices. Berry stated concern about the water <br />pressure issue, and the need to address the concerns of the <br />vietnamese Temple. Berry pointed out that people are obliged by <br />the law to get out of the way of vehicles leaving fire stations, <br />and that this should be better enforced. <br /> <br />DeBenedet moved, Berry seconded to table consideration of this <br />matter to review the applicants traffic study, specifically <br />address the issue of the traffic impact on the school and the <br />fire station, to allow staff to review the water pressure <br />problems and the impact of that project on that problem, to allow <br />exploration of alternative plans with reduced density and better <br />transitions along the east property line adjacent to single <br />family and the Vietnamese Temple, provision of direction on city <br />
