Lon pointed out the shadow effects of the
apartment building on the vietnamese church.

John Ulseth, 437 Minnesota Avenue, stated that the project breaks
all the rules, that there has been too little thought given to
the project and that the project is moving too quickly. Ulseth
pointed out that the neighborhood loses under this proposal.

Randy Lowe, Principal of Concordia Academy, pointed out that they
have negotiated in good faith in this deal and that rules are not
being broken. Lowe pointed out that the positive aspects out
weigh the negative aspects and that the community will benefit by
this proposal.

An unidentified representative of the vietnamese church stated
that the traffic study that this was not an in-depth study and
that non monetary things are important and should be considered.
This individual pointed out that the sky is important to his
meditation at the temple, and that a 46 ft. building -would block
the sky.

Elena Ostby, 430 County Road B-2, stated that the impact on the
fire station and on response times need to be studied.

Ken Truitner, testified that it is important to consider the
needs of the vietnamese because this is their first involvement
in the political process in this country.

Larry Bieza commented that the city was trying to get something
for nothing, and that the proposal would create excess traffic
and fire and police needs. Bieza said that the city should buy
the property and maintain single family adjacent to other single
family development.

Jim Severson, 500 County Road B-2, stated that based on his
experience of living on a 60 ft. wide lot in the area, that the
58 ft. lots would be too narrow.

Johnson closed the public hearing.

Johnson stated her opinion was that the city should table the
proposal to look at other options in light of the overwhelming
opposition to the project and to be able to consider the special
needs of the vietnamese temple. Johnson pointed out that two or
three or four meetings is appropriate for consideration of a
project of this magnitude.
