Bierscheid replied <br />that such costs have been considered. <br /> <br />Maschka inquired about what would be located in the recreation <br />center. Bierscheid summarized what would be in the center. <br /> <br />stokes indicated concerns about the recreation center because of <br />other spaces being available for programs, that age groups <br />changes are changing the needs for recreational spaces, and <br />because other communi ties are using the spaces. Bierscheid <br />responded that studies have shown that the city is drastically <br />short of space, that participation has gone up, and that the city <br />has a policy to charge additional fees for people using indoor <br />programs who do not live or work in the city. <br /> <br />Berry asked what plans were for additional pathways in the area, <br />and stated her concern about the safety of school children <br />walking in the area. Berry pointed that the developer should be <br />required to build or provide an escrow for additional pathways in <br />the area. Keel stated that there are plans for sidewalks along <br />Dale street and B-2, but that they do not appear in the current <br />capitol improvement program. <br /> <br />DeBenedet pointed out that because the city would own the <br />recreation center, that the city would be responsible for a <br />substantial part of these additional pathways. <br /> <br />Lee Schomaker, 2415 Cohansey Street, introduced himself as a <br />spokesman for the B-2 Dale Neighborhood Association which <br />comprised a substantial portion of the audience. Schomaker <br />testified that they agreed that the site can be developed and <br />that addi tional recreational space is necessary. Schomaker <br />
