<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Paget <br /> <br />5 <br /> <br />Wednesday, August 3, 1988 <br /> <br />Dahlgren summarized the location, surrounding uses, comprehensive <br />plan designations and zoning. Dahlgren highlighted the proposal <br />and what actions were being requested from the city. <br /> <br />Johnson informed the commission and audience that two petitions <br />have been received relating to this project, one in favor of the <br />project and one in opposition to the project. <br /> <br />Steve Wilson summarized the proposal and pointed out that it is <br />consistent with land uses and zoning on/or adjacent to similar <br />school sites in other areas of the community. Wilson summarized <br />the recent plan changes which have been made to reduce the number <br />of units in the apartment buildings and which increase the <br />setback adjacent to the vietnamese church from 40 ft. to 60 ft. <br />Wilson pointed out how the proposal responds to neighborhood <br />concerns. Wilson outlined a market analysis which they have <br />completed to show that the proposed single family homes would be <br />consistent in v~lue with the surrounding area. <br /> <br />Dave Koski presented the traffic study which concluded that there <br />would be no deterioration in service levels due to this project. <br />Koski added that signals are or will be warranted at the B-2 and <br />Dale and Minnesota intersections. <br /> <br />Wilson discussed a financial analysis which they have completed <br />which showed that they're paying full market price, and the <br />proposal would benefit the city because the increased taxes <br />would pay for a recreation center and that there would be benefit <br />to the school district because money they receive from the sale <br />of Capitol View School can pay for necessary improvements and <br />programs rather than having to increase taxes. <br /> <br />Wilson concluded by stating that the development is well planned, <br />would provide quality housing stock and variety for the <br />community, that traffic can be handled effectively, and that <br />there would be financial benefits to the city. <br /> <br />Maschka asked for clarification on traffic levels and on the size <br />of landscaping. Koski responded that there would be B - before <br />and C - after. Wilson responded that they would be looking at 2~ <br />inch caliper trees, generally throughout the project, but that <br />the area between the apartments and the Vietnamese church they <br />would be providing a series of 12 to 15 ft. high evergreens. <br /> <br />Stokes inquired about the deviation would be in traffic levels <br />which could be expected, and what trip generation rates. Koski <br />responded that the trips predicted are generally within 10% of <br />
