<br />ROSEVILLE PLANNING COMMISSION <br /> <br />page# 4 <br /> <br />Wednesday, August 17, 1988 <br /> <br />DeBenedet questioned whether all of the Super America stores were <br />open 24 hours. A representative of Super America responded that <br />the stores in Roseville were open 24 hours. DeBenedet pointed <br />out that Gilfillian hardware store appears to have merchandise <br />stored outside after hours. <br /> <br />Johnson asked that this matter be discussed with the Fire Marshal <br />to see what his concerns might be. The representative of North <br />Heights Hardware inquired if some kind of a temporary permit <br />could be used to regulate display because their needs tend to be <br />seasonal, and outside storage fluctuates. Johnson replied that <br />this could pose enforcement problems to city personnel. <br /> <br />Goedeke asked if businesses would object to a special use permit <br />being obtained on a yearly basis. A representative of North <br />Heights Hardware responded that this might be okay and that they <br />needed an option to deal with their needs. <br /> <br />Johnson asked what the alternative would be for businesses if no <br />outside storage and merchandising was allowed. The <br />representative of North Heights Hardware replied that they would <br />have to look into renting space, and that they spend 1~ hours of <br />personnel hours each day to put in and bring out merchandise <br />which is displayed. <br /> <br />Moeller stated that a yearly permit might prove burdensome, <br />because of the potential number of permits the commission might <br />be reviewing. <br /> <br />DeBenedet proposed that staff look into the possibility of some <br />kind of administrative permit, which could state the conditions <br />of issuance and that staff could deny a permit based on a prior <br />lack of compliance with the ordinance. <br /> <br />A representative of North Heights Hardware commented that the <br />ordinance should be kept simple. <br /> <br />Berry pointed out her concern of clothes racks on sidewalks. <br /> <br />The representative of North Heights Hardware inquired what <br />notices had been provided to business persons. Johnson <br />summarized what notice had been provided. <br /> <br />Johnson and Berry discussed the concerns about storage of <br />fertilizer, and that EPA an PCA might have stringent controls. <br />Staff was directed to research those controls. <br /> <br />The representative from North Heights Hardware stated that the <br />ordinance should be general and shouldn't specify every type of <br />product. <br />
