<br />ROSEVILLE PLANNING COMMISSION <br /> <br />page# 3 <br /> <br />Wednesday, August 17, 1988 <br /> <br />A representative of Super America stated that the city should <br />prohibit hand written signs, provide dimension limits, and keep <br />the design of the stores and the useability of sidewalks in mind <br />when restricting the location of outside storage and <br />merchandising. The representative pointed out that sidewalks <br />between the doors at their stores are not used because of the <br />door location and the width of the sidewalk. <br /> <br />DeBenedet suggested that as a basis for further staff review of <br />ordinance changes that the following guidelines be used. <br /> <br />1. That outside storage of landscaping plant materials would be <br />permitted. <br /> <br />2. That outside storage and merchandising would be allowed at <br />Hardware stores and Gas stations if the area does not exceed <br />5% of the sales area of the building, the storage would be <br />next to the building, and only occurs during normal business <br />hours, and that in multi-tenant centers, at least 6 feet of <br />sidewalk clearance must be maintained. <br /> <br />3. A special use permit will be required for outside storage <br />not covered above. <br /> <br />4. Temporary sidewalk sales would be allowed up to eight days a <br />year. <br /> <br />Maschka indicated that a 5% may be too small. <br /> <br />DeBenedet pointed out that if additional area was needed, that <br />the property owner could request a special use permit. <br /> <br />stokes commented that you should use gross floor area rather than <br />sales area. <br /> <br />DeBenedet added that his concern was that if there was more than <br />one use in the building, that somebody could have a small inside <br />use and a large outside storage area. <br /> <br />Stokes suggested that we should use a gross or 5% of the sales <br />area, whichever is less. <br /> <br />DeBenedet stated that maybe some kind of administrative permit <br />process could be developed for allowing temporary displays away <br />from buildings. <br /> <br />A representative of Super America testified that the city may <br />want to also have a height limit for outside displays. <br />
