<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Paget 2 <br /> <br />Friday August 19, 1988 <br /> <br />DeBenedet pointed out that the existing bituminous is breaking up <br />and that concrete curbing should be provided because others have <br />been required to do it in similar situations. <br /> <br />Grant testified that it would be cost prohibitive for them to put <br />in concrete curbing because of the expense of the other <br />improvements that they are putting into the building. Grant <br />stated that they would be removing the island which projects into <br />the parking area and repairing the existing blacktop. <br /> <br />DeBenedet asked what the plans for landscaping were. Grant <br />outlined areas where additional landscaping might be provided. <br /> <br />Jim Donicht, stated that the provision of sidewalk would cause <br />the removal of existing landscaping. <br /> <br />Jopke stated that speifications for the project listed $5,000 as <br />the amount for landscaping. <br /> <br />DeBenedet asked staff what the applicant would be required to <br />submit in the way of landscaping plans. Dahlgren responded that <br />staff would review a landscape plan which the applicant would <br />propose and suggest changes if necessary. Dahlgren added that <br />$5,000 dollars of new landscaping materials would be okay, but if <br />the $5,000 was also being used for curb repair, then insufficient <br />landscaping would be provided. <br /> <br />Grant asked the commission not to specify a dollar amount for <br />landscaping. <br /> <br />Johnson commented that the city would be looking for good <br />landscaping and not just a few small plants. <br /> <br />DeBenedet stated his concern that the $5,000 dollars would not <br />be enough to provide sufficient landscaping. Grant responded <br />that they would cooperate within reason. <br /> <br />Johnson said that she was concerned that the city would not be <br />consistent with past actions if they do not require curbing on <br />the complete parking area. <br /> <br />Waldron informed the commission that he was in the process of <br />negotiating with the applicant concerning possible use of tax <br />increment financing to assist them, and that the installation of <br />curbing could possibly be a eligible cost. <br />
