Johnson testified that <br />that intersection might warrant a signal in the future. <br /> <br />Keel summarized the traffic signal warrant process and stated <br />that a signal at the entrance to this site would be too close to <br />other signals but it could be a worst case solution in the <br />future. <br /> <br />Goedeke inquired if the commission should add a condition that <br />school not be released later than 4:00 p.m. Johnson replied that <br />she felt it would be better to leave the condition more open <br />ended so the city would have more flexibility to deal with <br />specific problems. <br /> <br />Berry compared this situation to the state farm office and stated <br />that the actual time that problems occur is limited. <br /> <br />stokes asked how many similar situations to this one do Bradford <br />Schools have. Seigle responded that schools are different based <br />on their location but that there were two schools where the <br />residents were within walking distance of the school. <br /> <br />Stokes expressed concern that only two of the staff members would <br />have masters degrees and asked why the school would not be called <br />Roseville Business College. Seigle responded that the <br />Minneapolis Business College name has a long history and prestige <br />and they wanted to maintain that image. He stated that it could <br />be called Minneapolis Business College of Roseville. <br /> <br />Berry moved DeBenedet seconded to recommend approval of a <br />comprehensive plan amendment from high density residential to <br />limited business. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Stokes, Moeller, <br />Goedeke, Johnson <br /> <br />DeBenedet, <br /> <br />Berry, <br /> <br />Nays: <br /> <br />None <br /> <br />Berry moved DeBenedet seconded to recommend approval of rezoning <br />of a portion of the site from R-3A to B-1. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Stokes, Moeller, DeBenedet, Berry, <br />Goedeke, Johnson <br /> <br />Nays: <br /> <br />None <br /> <br />Berry moved DeBenedet seconded to recommend approval of a special <br />use permit for a planned unit development with the following <br />conditions: <br />
