<br />ROSEVILLE PLANNING COMMISSION <br /> <br />page# 8 <br /> <br />Wednesday, December 7, 1988 <br /> <br />Planninq File 1911 <br /> <br />Sinclair oil Corporation/Har Mar-CX Partnership request for <br />rezoning from S-C to B-3, special use permit for an automobile <br />repair shop and variance to parking requirements at 2168 North <br />snelling Avenue <br /> <br />Presentation <br /> <br />Dahlgren summarized the location and pointed out that the site is <br />a primary location in Roseville and that there are existing <br />traffic problems in the area. Dahlgren testified that there is a <br />possibility of the frontage road being vacated and additional <br />property being made available to the development which could <br />allow for a better solution. Dahlgren stated that this <br />development might preclude redevelopment of the corner for a 25- <br />30 year period. Dahlgren summarized the current proposal <br />pointing out that problem areas included parking below City <br />standards and that there were no landscape areas adjacent to the <br />building. Dahlgren pointed out to the Commission that they could <br />ask the Council to direct staff to pursue a more comprehensive <br />solution to redevelopment of the corner. <br /> <br />Randy Peterson summarized the proposal pointing out that they <br />would close off a curb cut and improve traffic flow on the site. <br />Peterson added that they had tried to put together a total <br />solution to the corner but that it was cost prohibitive. <br />Peterson commented that they had surveyed other muffler shops and <br />they would be providing equal or more parking than others. <br />Peterson testified that they had experience with this type of <br />development and would be providing an up scale quality brick <br />building. Peterson suggested that the building would be <br />developed by investors who would keep the building and be <br />sensitive to its appearance and upkeep. <br /> <br />DeBenedet stated his concerns about parking and pointed out that <br />other locations could use on street parking and that the use of <br />the building could change in the future which could result in <br />parking problems. Peterson replied that other locations that <br />they surveyed could not use on street parking and that the <br />building is being developed to Car-X specs including the number <br />of parking spaces provided. <br /> <br />Johnson discussed her concern about the number of employees <br />increasing in the future. <br /> <br />Goedeke pointed out that the building looks small and that it <br />appeared that there would be insufficient storage on the site <br />
