<br />ROSEVILLE PLANNING COMMISSION <br /> <br />page# 4 <br /> <br />Wednesday, January 4, 1989 <br /> <br />Jim Schwalbach from North Heights Hardware stated that a 10 <br />percent limitation would be better and asked if there would be a <br />limit on the area for landscape planting display. Johnson <br />responded that she believed that the regulations would require <br />that they be behind a fence and that the intent is to be fair and <br />equitable to everyone and not have regulations for each <br />individual use. <br /> <br />Mike Rasnek from Super America stated that outside merchandising <br />is a real service to their customers and is necessary to provide <br />easy access to heavy materials such as salt and fire wood. <br /> <br />Johnson closed the public hearing. <br /> <br />DeBenedet stated that staff should review the ordinance and bring <br />back amendments for commissioner consideration in February which <br />would do the following: <br /> <br />1. Screening and fencing requirements should be included for <br />landscape planting material display. <br /> <br />2. The 5 percent limitation should be increased to 10 percent. <br /> <br />3. The sidewalk sale provision should be clarified to stated <br />that sidewalk sales would be allowed 8 days per year per <br />building or site. <br /> <br />4. That an additional permit process for other situations <br />should be included. <br /> <br />5. That hardware stores should be defined. <br /> <br />6. That rental businesses should be included in the <br />regulations. <br /> <br />Berry pointed out that the outside display area should not <br />infringe on parking. <br /> <br />Goedeke stated at concern that the regulations shouldn't allow <br />the storage of inoperable vehicles. Johnson responded that that <br />is already in the ordinance. Dahlgren indicated that staff will <br />make sure that it is covered in the ordinances. <br /> <br />Stokes questioned whether we should be using gross sales area or <br />gross building area to determine the amount of outside display <br />space pointing out that it is difficult to determine gross sales <br />area. Stokes stated that gross building area above grade should <br />be used. Dahlgren replied that most ordinances are based on <br />gross sales area and that this would be better in his opinion. <br />
