Berry stated that the City may be breaking new ground and that other City's haven't been enforcing these regulations. Johnson stated that this would call for more enforcement. Dahlgren stated that it seemed that the principal need for outside merchandising appeared to be for bulky items and asked whether or not this should be criteria used in the regulations. Johnson said that the staff should look at that and report back to the commission. Planninq File 1912 Subdivision Ordinance amendment concerning land dedication requirements. Presentation Dahlgren summarized the history of land dedication requirements in the state and reviewed the City's past park development policy. Dahlgren pointed out that current needs are changing as demonstrated by the demand for increased space because of new recreational activities such slow pitch softball and soccer, the increased need for trail systems and the increased needs from industry. Dahlgren testified that it was reasonable for the City to consider a change in policy now because the original bond issue has been paid off and the city's needs are changing and expanding. Dahlgren asked that the commission give direction to staff so that a specific ordinance could be prepared for commission consideration at a future meeting. Bob Bierschied testified that people working in the community are placing an increasing load on the system, that the park infrastructure is aging and that the redevelopment cost is extensive. Bierschied summarized other City's requirements and stated there is a definite need for the increased funds and land that this ordinance amendment could provide. Rog stated that the City has lost recreational spaces and facilities because of a loss of 7 schools. Rog stated that it is time to reconsider the City's policies to make the City a better place to live. Rog added that the park dedication fees seem to be the way to do it without placing the burden on the general taxpayer.
