Cheryl Bumpstead-Johnson, from the Park and Rec Commission stated the Park and Rec Commission have given unanimous support to the referendum and put in alot of time and research in developing the proposed referendum. Bumpstead-Johnson added that the timing may not be best but there is alot of interest in the referendum. DeBenedet pointed out that it would be important that the facility design meet all City ordinance standards to insure that no double standard is being applied in the Community. Bierschied replied that the architect is considering all City standards in designing the facility. Review and recommendation considering a five year capital improvement plan. Presentation Ed Burrell gave an overview of improvement plan highlighting comprehensive plan. the draft five year capital items which affected the stokes questioned why several items which appeared to be operating and expenditures were included in the capital improvement plan. Burrell replied that they were included because they have been traditionally included in the capital improvement plan. stokes pointed out that the schools complain that tax increment financing adversely effects them and has led to their current financial problems. Burrell responded that in many areas, existing values are dropping and that tax increment financing assures increased taxes in the future. Johnson read the sample resolution which should be passed. Berry moved and DeBenedet seconded to approve the resolution as read.
