<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Page#10 <br /> <br />Wednesday, March 1, 1989 <br /> <br />Goedeke added that the Central Park Committee has considered <br />possibility of a pool at some future date. <br /> <br />Cheryl Bumpstead-Johnson, from the Park and Rec Commission stated <br />the Park and Rec Commission have given unanimous support to the <br />referendum and put in alot of time and research in developing the <br />proposed referendum. Bumpstead-Johnson added that the timing may <br />not be best but there is alot of interest in the referendum. <br /> <br />DeBenedet pointed out that it would be important that the <br />facility design meet all City ordinance standards to insure that <br />no double standard is being applied in the Community. Bierschied <br />replied that the architect is considering all City standards in <br />designing the facility. <br /> <br />Review and recommendation considering a five year capital <br />improvement plan. <br /> <br />Presentation <br /> <br />Ed Burrell gave an overview of <br />improvement plan highlighting <br />comprehensive plan. <br /> <br />the draft five year capital <br />items which affected the <br /> <br />stokes questioned why several items which appeared to be <br />operating and expenditures were included in the capital <br />improvement plan. Burrell replied that they were included <br />because they have been traditionally included in the capital <br />improvement plan. <br /> <br />stokes pointed out that the schools complain that tax increment <br />financing adversely effects them and has led to their current <br />financial problems. Burrell responded that in many areas, <br />existing values are dropping and that tax increment financing <br />assures increased taxes in the future. <br /> <br />Johnson read the sample resolution which should be passed. <br /> <br />Berry moved and DeBenedet seconded to approve the resolution as <br />read. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />DeBenedet, <br />Johnson <br /> <br />Berry, Goedeke, Moeller, <br /> <br />- <br /> <br />Nays: None <br /> <br />Abstain: Stokes <br /> <br />Security recommendations for parking ramps. <br />
