<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Page' 2 <br /> <br />Wednesday, July 5, 1989 <br /> <br />Al Hale gave a history of the company, pointing out that it has <br />been a good corporate citizen. Hale stated that the company is <br />in compliance with all regulations as they currently exist. <br /> <br />Bob Heitzer, Technical Director for Minnesota Solvents, discussed <br />the current regulations relating to their business and stated <br />that because of new regulations in the future, they want to make <br />sure they know the requirements of the regulations before they <br />redo the site. Heitzer summarized the reporting of materials on <br />the site and emergency planning activities. <br /> <br />Hale stated to the Commission that Minnesota Solvents is <br />proposing renovation over a three year period and that this is <br />necessary because of financial constraints. Hale added that some <br />of the curbing is in the current contract and that completion of <br />this curbing has been delayed because of installation of <br />additional water lines. <br /> <br />Cecil Wille summarized the current and proposed improvements. <br />Wille discussed proposed spill containment areas and indicated <br />that they would be sized to handle 8500 gallons which is based <br />on the size of the largest tanker truck. Wille summarized <br />proposed landscaping, ponding, and drainage improvements. <br /> <br />Maschka questioned the timing of the installation of the hard <br />surface. Hale responded that it would be installed as capital is <br />available through 1991. <br /> <br />Maschka questioned how many trucks are on the si te and when. <br />Hale responded that there could be 8 trucks and that they would <br />only be stored on the site fully loaded if there was an early <br />morning delivery. <br /> <br />Maschka asked if the containment was for one truck or for eight. <br />Hale replied that their containment areas have a one truck <br />capacity. <br /> <br />Maschka questioned the capaci ty of the existing truck loading <br />area. Hale responded two trucks. <br /> <br />Maschka asked if the applicant would object to a performance bond <br />to make sure the improvements could be constructed. Hale <br />responded that he would not think it would be a problem. <br /> <br />Maschka questioned the potential dangers of the product and <br />process being proposed. Hale explained to the Commission that <br />alcohol, which is being purified, would not be as flammable as <br />gas, that it derived from corn and used in gasohol.
