ROSEVILLE PLANNING COMMISSION

Pagett 4

Wednesday, August 2, 1989

Johnson asked for clarification concerning if the parking lot was
going to be totally redone or just minor repair done. Galvin
stated that he did not know the answer to that question.

Berry stated that the parking lot needs to be addressed because
the parking lot is in terrible condition. Berry also stated
concern about the number of new trees being proposed along
Larpenteur Avenue and encouraged the applicant to add additional
trees.

wietecki stated that the trees proposed on the west side will
have to be relocated or they would be trimmed by NSP to be under
the distribution line in the area.

Amdahl summarized the proposed landscaping to be provided on the
site.

wietecki questioned the change in the location of the retaining
wall and the type of ground cover to be used on the slope.
Amdahl outlined the retaining wall changes and that the ground
cover would be MNDOT spec materials.

wietecki stated concern about the policing of the trash on the
site and on the condition of the trailer and carts on the east
side of the building. Gal vin stated that Rainbow Foods just
became owners of the property and that the area will be policed
and the Margolis trailer will be removed from the property.

wietecki stated his concern about the upkeep of the site and if
the proposal would make it harder to maintain the property.
Stokes stated he had concern about traffic flow on the site and
stated that he would like to see islands on the eastern edge of
the site with appropriately located curb cuts to slow down
traffic going from this site across the adjacent shopping center
site to Larpenteur Avenue. Galvin stated that they could install
speed bumps but islands become a snow plowing problem.

Mrs. Kaufmann, 1671 Fernwood Street, stated that there is a
drainage problem and that debris plugs drains and builds water up
in the alley. Kaufmann stated that proper drainage is needed and
the drains need to be kept clean. Keel replied that the drainage
is not all from the Rainbow site and that there is an inadequate
drainage system in the area. Keel stated that the city hopes to
correct some of these problems with improvements on Fernwood
Avenue.
