ROSEVILLE PLANNING COMMISSION

page#14

Wednesday, September 6, 1989

process which could bring about new land use in the area which
would make that side of the building more visible. DeBenedet
stated that they may be being short sighted and that the total
cost impact of brick may not be that great.

McGough replied that the brick requirement is ludicrous because
the building is good and it is in an industrial area.

stokes stated that the City is not denying that the existing is
not a good building but questioned when is a policy not a
policy.

McGough stated that you wouldn't be able to tell the difference
between block and the precast panels unless you are up close to
it.

Johnson closed the public hearing.

Johnson announced that she would abstain from voting on this
matter because of a conflict of interest.

wietecki stated that he was confused on the City's policy
concerning quality of building materials on all four sides.
Dahlgren replied that brick could be required to conform to
policy. The previous addition was brick but that the City could
interpret precast as equal quality. Dahlgren added that precast
panels can look like brick and that similar quality does not
necessarily mean the same material.

Berry stated that she was troubled that the materials issue was
not discussed but that her assumption was that this was just a
change in setback.

DeBenedet stated he was also troubled by the situation.
DeBenedet testified that the City should look for higher quality
in new structures such as they did with the proposed mini-storage
building but should also bring about quality additions in the
area because the goal is to upgrade the area and to unify
buildings. DeBenedet said he was more comfortable if he could
see what the precast would look like next to the brick.
DeBenedet asked if it would be possible to delay this matter a
month for additional study. McGough replied that they would have
to do it now or the project would be lost until spring.
DeBenedet asked if the applicant was willing to put the brick on
the building. McGough stated he would have to talk to his
brothers. McGough added that the precast would be painted to
match the brick and you couldn't tell the difference between the
precast or block. McGough also stated that it is not reasonable
