<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Page'17 <br /> <br />Wednesday, September 6, 1989 <br /> <br />Keel stated that this policy is not written down and wasn't sure <br />of the history. <br /> <br />DeBenedet stated that the policy came out of a pathway commission <br />recommendation. <br /> <br />Keel stated that he had never <br />required by code. Keel said <br />trigger mechanism that requires <br />to code. <br /> <br />seen that but that sidewalk is <br />the question is, what is the <br />existing sites to be brought up <br /> <br />Johnson stated what percent and percent of what needs to be <br />clarified. <br /> <br />Dahlgren stated that the 50% threshold has been used but he found <br />that this is not a written policy. Dahlgren added that much of <br />this is done by "jawboning" now, which is not an effective way of <br />bringing properties up to code. Dahlgren stated that the city <br />needs a precise policy and ordinance. <br /> <br />wietecki stated that the City should stick to a set percentage <br />but should look at other trigger mechanisms also. <br /> <br />Goedeke expressed the need to more clearly define the requirement <br />because if somebody challenges it, the City will be in trouble in <br />court. Dahlgren added that the City has a weak basis to require <br />upgrading now. <br /> <br />wietecki questioned if the City needs a process for citizen <br />input on this matter. Johnson stated that it may be appropriate <br />for Commission and Council to look at it first and then develop a <br />process later. <br /> <br />Dahlgren stated that previously the City believed that government <br />should not be involved and to leave the design to free <br />enterprise. Dahlgren pointed out that the attitude is now <br />changing and the next leap may be a design review commission. <br /> <br />Johnson stated that the commission needs to talk to the Council <br />first. <br /> <br />wietecki stated that the standards are too detailed if they <br />require just high pressure sodium because of changing technology. <br /> <br />Johnson questioned whether additional landscaping standards <br />should be added. Berry stated that landscaping needs more than <br />staff review and that some specific standards may need to be put <br />into place. Maschka pointed out that with new development, <br />landscaping is important. <br />
