ROSEVILLE PLANNING COMMISSION

Page'16

Wednesday, September 6, 1989

wietecki asked what the overall goal was and that it may not be
appropriate to deal with standards before the goal is identified.

Berry stated that the goal is what the city looks like. Berry
suggested that maybe an aesthetics committee would be
appropriate.

Dahlgren stated that there are policies and objectives in the
comprehensive plan concerning improving the aesthetic quality of
the community.

Wietecki stated that he agrees that the city should look nice but
questioned whether it made sense in all applications. wietecki
added that the City needs to allow some flexibility because
aesthetics isn't the only consideration.

Berry pointed out that aesthetic tastes change over time also.

Maschka stated that each situation is different and the Ci ty
needs to be reasonable. Maschka added that these requirements
could have a large dollar impact on small business.

Johnson stated that a percentage rule would seem appropriate.

Dahlgren questioned if it was the intent of the Planning
Commission to effect control on building materials city wide.
The Planning commission responded that it was.

Dahlgren asked if it was the intent to provide some degree of
flexibility.

Johnson said that the City need to have some regulations that
have teeth in them to bring about the necessary change.

Berry stated that the regulations need to be rigid enough to deal
with conditions such as at the Trapp site.

DeBenedet stated that the standards looked good in general.
DeBenedet reiterated that the City needs to deal with building
materials because the same issues are brought up time after time.
DeBenedet also stated that standards requiring green spaces in
parking lots is necessary. DeBenedet said that the policy should
be followed unless there is a very good reason because if you
don't, you set a precedent for future actions. DeBenedet added
that the City needs to look at redevelopment standards carefully.
DeBenedet indicated that the sidewalk policy is already tied to
the 50% rule.
