<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Paget 9 <br /> <br />Wednesday, September 6, 1989 <br /> <br />Eugene House, 416 Woodruff, explained the existing drainage <br />pattern in the area and questioned what damage would be caused to <br />his yard due to the filling on the subject site. He stated that <br />he was concerned that the developer would block drainage which <br />would back up into his yard. Mundt replied that the drainage <br />would just be redirected to the ravine. <br /> <br />Keel pointed out to the Commission that the developer can't <br />disturb the existing drainage pattern and he believed it was <br />physically impossible to do this on the site but it is up to the <br />applicant to provide the details to prove that the drainage <br />works. <br /> <br />Johnson stated that a pipe is also a possibility and that the <br />City does not allow people to pond water on other peoples <br />property. <br /> <br />Ed Owens, 458 S. McCarrons, questioned the drainage also, and <br />said that another person had told him that the property couldn't <br />be purchased because it is a water way. Owens stated that <br />drainage now goes onto his property and he will get additional <br />water because the proposed houses will block drainage. <br /> <br />Johnson stated that the city wouldn't let that happen. Owens <br />stated he had a lack of fai th in the City because it took 15 <br />years to get curb. <br /> <br />Keel pointed out that the streets will be rebuilt and the <br />drainage issue looked at. <br /> <br />Rosemary Owens asked how deep the ravine was and how much fill <br />would be required. Owens questioned the driveway location and <br />pointed out that Woodruff is not a wide road and that the <br />intersection there is difficult because of curbs and grade. <br /> <br />Mundt stated he was not familiar with the existing traffic <br />pattern but felt it was similar to other residential areas. <br /> <br />Johnson asked if the driveway would be level with the street. <br />Mundt replied yes. <br /> <br />House showed where the existing low point was and that it wasn't <br />the ravine. House stated that a retaining wall would be <br />required and would turn his house into a swimming pool. House <br />stated that he had built his house knowing there was a drainage <br />problem but located his house to maintain the existing drainage <br />way. He stated that the proposal stinks and that it would block <br />drainage and would cause problems to his house. <br />
