<br />ROSEVILLE PLANNING COMMISSION <br /> <br />page# 3 <br /> <br />Wednesday, March 7, 1990 <br /> <br />Waldron stated that all the taxing jurisdictions will receive the <br />same taxes as they presently receive. Waldron added that the <br />school districts and the County need a one month notice before a <br />council pUblic hearing and they have been notified. <br /> <br />Johnson stated that the Planning Commission must address the land <br />use issues not the financing considerations. <br /> <br />Waldron stated that the City must show that a development would <br />not have happened without tax increment financing. <br /> <br />stokes commented that the reason the land in these districts is <br />more valuable is because it is more desirable. <br /> <br />Johnson stated that whether or not to use tax increment financing <br />is for the council to decide. <br /> <br />Johnson explained that Mr. Waldron is present to help the <br />Planning Commission understand tax increment financing. <br />Waldron stated that the statute requires the Commission to look <br />at the districts in light of the comprehensive plan. <br /> <br />Johnson commented that she would like to see Roseville continue <br />to compete for redevelopment. <br /> <br />Johnson stated that the city council should not necessarily <br />approve every project that comes along for these districts. <br /> <br />Waldron gave an example that the City Council recently denied a <br />TIF project for Concordia. <br /> <br />DeBenedet commented that the <br />to make improvements on the <br />decides if the City should <br />financing project and has <br />commented that this can <br />commission's role. <br /> <br />City is using the developer's money <br />land. He stated that the council <br />be invol ved with a tax increment <br />the final authority. Dahlgren stated that this tool has been <br />used wisely in the past for very successful projects. <br /> <br />Waldron stated that the bond counsel has suggested that it is <br />critical to modify the districts at this time. <br /> <br />Waldron stated that District 12 would be the back parcel of NCR. <br />The importance of this district is for job retention and <br />expansion in the community. <br />
