ROSEVILLE PLANNING COMMISSION

Paget 3

Wednesday, April 18, 1990

on it and throwing things at it. Dunn stated that there is a row
of parking front of this wall.

Goedeke questioned if the ramp to the top level is designed to
allow a fire truck to go on it. Dunn commented that the ramp
could handle a fire truck.

Goedeke questioned what the parking configuration is for the top
of the ramp. Sloat stated that the parking configuration will
match what is on the lower level and reviewed the parking
drawing for the Planning commission.

Goedeke questioned what the lighting would be like and how long
the ramp will be open. Johnson stated that the lighting
description is included in the packet.

wietecki questioned the location of the fence and if the easement
is very restrictive. Dunn replied that the easement is very
restrictive.

John Busse, 2571 Wheeler, questioned if the height of the fence
will be strictly 10 feet across and flat on the top. Busse also
questioned why the ramp needs to be open all night. Dunn replied
that the fence will follow the contours of the land and may be 8
feet in some spots to the east. Dunn added that the sight line
studies done here show that this 8 feet will shield residents
from the loading dock, the bottom of the ramp, and truck traffic.

Johnson questioned if it would look better to have the fence the
same height all the way across. Dunn stated that it could be
considered.

Dunn stated that the ramp will likely be used 24 hours a day if
kept open.

Jon Schmittdiel, 1694 Oakcrest Avenue, stated that he is
concerned about accuracy of the sight lines. Schmittdiel
questioned what happens if a 10 foot fence isn't high enough.
Schmittdiel questioned if there will be an exit to the ramp on
the north side. He also stated a concern about the exact
location of the fence. Dunn stated that there will be a lower
level exit on the north side of the ramp. Dunn stated that in
dealing with the fence location, Welsh can encroach up to 2 feet
from the south property line. Dunn added that their easement is
50 feet from the property line and he does not know how flexible
this could be.

Jopke stated that he called Williams Pipeline and talked to
their legal staff in Tulsa, Oklahoma. Jopke added that the
