<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Paget 2 <br /> <br />Wednesday, April 18, 1990 <br /> <br />fence as it relates to sight lines, the materials used, and <br />whether or not the lower level of the ramp would be enclosed. <br />Dunn stated that a heavy gauge piece of metal that would be solid <br />and painted to match the ramp would be used as a screening device <br />for the upper most part of the wall on the top of the ramp. <br />There would be parking right up to this. <br /> <br />Dunn commented that security will be enforced particularly when <br />the theatres are letting out late at night. <br /> <br />Dunn commented on a letter from Zelinsky, the Chief of Police, <br />that states that as many objects as possible that block view <br />should be eliminated. The Chief of Police recommended that the <br />north wall of the lower level of the ramp not be enclosed for <br />safety reasons and that the tall fence should act as a sound <br />barrier. <br /> <br />Dunn presented the proposed materials for the construction of the <br />ramp. These materials included exposed aggregate reinforced <br />concrete. Dunn passed around a sheet showing the proposed <br />materials and colors in detail. Dunn presented the potential <br />sight line views from each individual home stating the <br />addresses. These sight lines were based on information obtained <br />from the City and a professional surveying company. <br /> <br />Goedeke questioned the location of the fence showed in the sight <br />line study. <br /> <br />Dunn stated that the fence cannot be located any further than 2 <br />feet south. The sight line drawings show the fence wi thin <br />approximately 5 feet of the northern most pipe. <br /> <br />Dunn stated that ballards will be placed on the west side of the <br />development to prevent cars from exiting to Fairview through the <br />Rosedale Commons Shopping Center site. <br /> <br />Based on Berry's request, the Welsh representatives passed around <br />the proposed materials for the ramp. <br /> <br />Johnson questioned why they are proposing this change in <br />materials. Dunn replied that for structural maintenance, and <br />aesthetic purposes, Welsh believes these are better materials. <br /> <br />Berry questioned why the use of metal screening on the second <br />level. Dunn stated that they felt this would work out best and <br />cause less weight stress on the top of the ramp. <br /> <br />Berry stated that loud noise could be created by people banging <br />
