ROSEVILLE PLANNING COMMISSION

Paget 5

Wednesday, April 18, 1990

solid to provide as a sight and sound barrier. Dunn stated that
the fence will be solid.

George Lindgren, 1728 Oakcrest, questioned if the berm could have
settled through time. Keel stated that it may settle around 4
inches.

Lindgren questioned if someone could come out to check the
elevations. Keel stated that the elevation data was supplied in
2 ways, by the City's topographic maps and by Welsh's engineer.

Lindgren questioned if Williams Pipeline had representatives
present at the meeting. Johnson stated that no representatives
were present from Williams.

Lindgren suggested that Williams be asked for a written policy
about what can be located on the berm.

Lindgren read a letter from the Fire Marshal, Jon Nisja, about
requirements for pipelines. Jopke stated that there is already a
written agreement stating what can be done near a pipeline.
Jopke added that the easement gives Williams Pipeline Co. legal
powers to control what is located in the easement. Jopke stated
that the pipeline is inspected 26 times a year by flying
overhead. Jopke added that this method of inspection has been
approved by the Federal Government.

Sue Schmittdiel suggested that the fence be put on the south side
of the berm. Dunn stated that there are 2 problems with this,
Williams Pipeline access and maintenance of Welsh's property on
the north side of the berm. Dunn added that if they cannot get
back to maintain it, problems will occur.

John Blaha questioned what the problem is in terms of putting the
fence directly on Welsh's north property line. Dunn stated that
they would be glad to put the fence on the north property line
but the majority of the residents want it closer to the berm
because of the slope.

Blaha questioned the materials to be used for the fence. Dunn
stated that the materials used would be solid cedar of natural
cedar color.

Blaha questioned if there will be spaces for air to pass through.

Dahlgren suggested that a wall of this height should be
constructed with 2 inch material attached by screws not nails.
