ROSEVILLE PLANNING COMMISSION

Pagel 7

Wednesday, May 2, 1990

KAYO oil Company request for approval of Special Use Permit for
exterior display of merchandise at the Conoco station at 1583
County Road C.

Presentation

Jopke summarized the site location and the dimensions of the
proposed outside storage area.

Connie Lutz was present to represent Conoco. Lutz stated that
the merchandise display stretches at a length of 10 feet along
both the north and south sides of the building. Lutz added that
the merchandise items will include seasonal items such as pop,
oil and various auto related merchandise. Lutz stated that the
height of the displays will not exceed the bottom of the windows.

Goedeke questioned if the applicant could adjust to accommodate
the handicapped. Lutz stated that she has no problem with
adjusting the merchandise to accommodate the handicapped.

Stokes questioned why the handicapped curb cut is so far away
from the front door. Stokes questioned if the three feet allowed
enough room for a wheel chair. Lutz stated that it meets the
regulations.

Stokes questioned if they will be able to leave the merchandise
out 24 hours a day.

DeBenedet stated that one of the concerns the Commission had last
year was because of security purposes.

Stokes questioned what type of items can be allowed.

Johnson commented that the old ordinance states that they may
display auto-related items.

DeBenedet stated that you cannot look at each applicant in total
isolation, you need to be fair to everyone and treat them
equally. Lutz stated that the merchandise is covered up at a
certain hour in the evening because they do not want to be a
burden on the police department.

John Hutton, an area resident commented that most gas stations do
not sell only gas but also merchandise. They are all very
similar.

DeBenedet stated that the Commission is trying to alleviate
unsightly places in the city. DeBenedet questioned if the city
is asking too much of the applicants.
