ROSEVILLE PLANNING COMMISSION

Page#lo

Wednesday, June 6, 1990

Keel responded that that could be done but this should be
studied. Keel added that such a project might add 8 trips per
day per unit. Keel suggested that maybe 20% of the traffic would
go to Minnesota at peak times which would result in 25-30 cars
going west on Minnesota. Keel said that there are approximately
2500 cars per day now on Minnesota and that approximately a 1%
increase could be expected.

stokes questioned if the city has approved the access onto
Minnesota. Keel answered yes, the City did approve it based on
MNDOT requirements and the fact that it would be best for the
overall traffic situation in the area.

Forliti questioned if access to Rice street can be protected.
Keel replied that there would always be a right in and right out
of that entrance but that MNDOT could install median to restrict
left turns in and out of the site.

Louis Lutz, 329 Minnesota, pointed out traffic concerns including
the high speeds at the freeway entrance ramp and the dangerous
condition at Rice street and Minnesota. Lutz his concern for the
safety of kids in the neighborhood and pointed out that the
situation would be a nightmare with the additional cars from the
project.

Johnson pointed out that traffic is a general concern for the
community as a whole but that there is little that can be done
about it.

Ross said that the Rice and Minnesota intersection is dangerous
so traffic will go west to avoid it. Ross also indicated a
concern about landscaping adjacent to the driveway to Minnesota
street. Brachman responded that they could put in shrubbery and
could move the driveway east if there was no setback problem.
Ross pointed out that a sidewalk is important to protect the kids
in the neighborhood. Brachman replied that he sympathizes with
the concerns but that the problem is already there.

Ross pointed out that the developer is providing 73 additional
units which will add to the problem.

Mark Wright, 221 Minnesota, asked what the plans were for the
former Roseville crossing site because development on that site
would add to the existing problems also. Keel responded that the
last proposal was for a Rocky Roccoco Restaurant but that project
had not moved forward. Jopke stated that no new plans have been
presented for the site. Wright questioned what the zoning of the
site was. Jopke responded that the site was zoned business.
