ROSEVILLE PLANNING COMMISSION
Wednesday October 3, 1990

Page 2

Theisen stated that this proposal is for a 1,400 square foot
center in a 330,000 square foot shopping center. Most of the
amusement centers not only had dance floors and pool tables, but
were much bigger as well. Theisen stated that the security plan
came from the mall manager.

Johnson questioned whether the security plan was Welsh companies'
or the Theisen's. Theisen stated that it was Welsh Companies'
plan.

wietecki questioned whether there were more police calls to malls
with arcades as compared to malls without arcades. Theisen
replied that he did not know. Theisen stated that there will
always be some police calls at malls. Theisen stated that the
Amusement Center will be a safe place for kids to go.

Goedeke questioned whether 1 person supervising will be adequate.
Theisen stated that machines run on tokens, and that there would
be change machines. Theisen wouldn't hesitate to hire extra help
on Friday or Saturday if the traffic warranted it. Theisen
stated that the amusement center at the Har Mar Mall is two to
three time larger, has a pool table and has only one attendant.

Goedeke stated that an overflow crowd might spill out into the
mall, posing more security problems. Theisen said that if the
business is that good he'll work to accommodate it. Theisen
added that the market is soft for arcades and that this place
won't be jammed.

Goedeke pointed out that the neighbors were concerned about
rowdyism in the parking lot. Theisen stated that he understands
and appreciates their concerns. Roberts questioned whether
Theisen uses security guards at any of his other arcades.
Theisen stated that he uses bouncers at the larger centers and is
charged for a shared security guard in Grand Rapids.

Roberts questioned how Theisen addressed parking lot problem in
st. Cloud. Theisen stated that it was caused by people smoking
in the parking lot and now the lot is watched more carefully.

A neighbor, George Lindgren, questioned whether the arcade would
give away prizes. Theisen stated that some games give out
tickets that can be collected and redeemed for prizes.

A neighbor, Mike Pederson, was concerned about the traffic. He
stated that the arcade was 8/10 of a mile from the high school.

Mr. Lindgren stated that kids climb over the 8 foot and 12 foot
fence to go through his yard. Lindgren was opposed because it
would only cause more traffic of this type.
