Thomas stated that the <br />arcade relocated so that they could have an egress on to the <br />parking lot. <br /> <br />Theisen stated that the impact on traffic will be minimal. <br />Theisen stated that st. Cloud situation was caused by a few rowdy <br />characters. As soon as they were told not to visit the arcade, <br />the problems stopped. <br /> <br />Berry stated that athletics don't cause as many problems as <br />arcades because there is a lot more parental supervision around. <br />wietecki stated that there were problems associated with hockey <br />rink. <br /> <br />MOTION <br /> <br />Berry motioned and Goedeke seconded that the proposal be denied <br />based on neighborhood safety issues and potential harm to market <br />value of adjacent properties. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Berry, Goedeke, Johnson <br /> <br />Nayes: <br /> <br />Roberts, Wietecki, Stokes <br /> <br />Wietecki moved that proposal be approved with the condition that <br />the security plan be reviewed every twelve months and that a <br />study be done by the applicant comparing police calls at shopping <br />malls with arcades versus those without arcades. <br /> <br />Motion died for the lack of a second. <br /> <br />Johnson said that they could forward the proposal without <br />recommendation but that they have been admonished in the past for <br />doing that. wietecki stated that the Council should look at the <br />Comprehensive Plan and determine what kinds of amusement centers <br />are wanted. <br /> <br />Berry stated that the Commission should pass the proposal to the <br />Council with the 3-3 vote. <br /> <br />Johnson stated that the problem wasn't with the arcade it self, <br />but what happens outside the mall due to its location there. <br /> <br />Stokes questioned why Amusement Centers are required to get a <br />Special Use Permit. Shardlow replied that the community feels <br />that it needs to attach conditions to an amusement center based <br />on special considerations. Shardlow stated that by denying the <br />special use permit the Commission is deciding that no conditions <br />can be placed upon this request that would make it acceptable. <br />
