<br />ROSEVILLE PLANNING COMMISSION <br />Wednesday October 3, 1990 <br /> <br />Page 7 <br /> <br />Bochinski questioned whether any other twin homes on 85 foot lots <br />in the middle of single family neighborhoods had been subdivided <br />similar to this proposal. Johnson and Berry gave examples of <br />such lots near their homes. Berry stated that they are <br />inconspicuous, that they are hard to notice. <br /> <br />Bochinski questioned whether the 98 twin homes cited were all <br />twin homes total or just those that were scattered throughout the <br />R1 zones, Jopke stated that 98 was the total number. <br /> <br />Bochinski stated that 43 foot lots would be undermining what the <br />neighborhood has been for over 60 years. Foster stated that it <br />was creating a problem where a problem doesn't exist. <br /> <br />Johnson stated that this was a hearing for a rezoning, nothing <br />else. <br /> <br />The Public Hearing was closed. <br /> <br />Roberts stated that he was uncomfortable with the pol icy of <br />scattering R2 lots in the R1 zone. <br /> <br />Berry said that the extensive quoting of the Comprehensive Plan <br />disturbed her. Berry stated that the R2 zone in the R1 district <br />has worked for years and even though the neighborhood opposition <br />is unfortunate the rezoning cannot be denied based solely on that <br />criteria. Berry stated that the neighbor who cited the diversity <br />in the neighborhood made a strong point for the twin home. Berry <br />stated that there is a need for more diversity and that elderly <br />want to live in neighborhoods as well. <br /> <br />Goedeke stated he felt good that once the lot is split someone <br />cannot build two separate single family homes on each lot. <br />Goedeke stated that the empty lot looks bad. <br /> <br />Roberts stated that twin homes and R2 rezonings should be done in <br />a structured way so that the community at large is aware of City <br />decisions. <br /> <br />Johnson stated that until a "crisis" occurs people aren't aware <br />of City policy. Johnson stated that the Commission knows the <br />plan and if the policy should be reevaluated then that should be <br />done. <br /> <br />Goedeke stated that he felt compassion for those opposed to the <br />rezoning. <br /> <br />Berry stated that the issue is the entire plan, not quoted <br />passages of it. <br /> <br />Roberts stated that it is the Commission's role to make an <br />
