ROSEVILLE PLANNING COMMISSION
Wednesday October 3, 1990

Page 6

Ms. Bertrium, a neighbor, questioned why a single family home
couldn't be put on site. Johnson stated that it could but that
wasn't what was before the Commission. Kettler stated that the
Shoreview units were so successful that people wanted them in
Roseville, and because of the cost of the land, a single family
home cannot be supported, its too expensive.

Mr. Bochinski, 1040 Parker, stated that when one stands in front
of the homes in Shoreview, you cannot see the home because it
blocks the garage. He stated that the proposed home doesn't fit
in the neighborhood. The other twin homes builtin the area
complement each other, these don't. Bochinski stated that they
moved into the neighborhood because they liked the area. he
stated that the neighborhood is not a retirement neighborhood.

Mr. Stark, 1009 Parker, stated
neighborhood looks and that a
appropriate for the lot.

Phil Paschal, 999 Parker, stated that the home does not fit in
with the neighborhood, and that it could change the neighborhood
from one of single family to multifamily. Johnson stated that it
is the policy of the City not to cluster R2 zonings.

that
single

he liked the way the
family home was more

Mr. Edwards, 1032 Parker, presented pictures of the Shoreview
homes, he stated that they look nice and complemented each
other. Edwards presented pictures of the homes in the
neighborhood. He stated that the proposed twin home does not fit
in with the homes in the neighborhood. Edwards stated that the
developer said he had support of the neighborhood which was a
surprise. Edwards presented a map of the neighborhood outlining
those property owners who opposed the plan and those who
supported the plan. Edwards also presented a petition with the
names of 47 people who opposed the proposal.

Mr. Foster stated he had experience in planning, real estate, and
marketing. He stated that after the replatting, this will be
split into to 43 foot lots, while all the other lots have over 80
feet. Foster presented passages of the Comprehensive plan which
state that the city should protect the integrity of the
neighborhoods. Mr. Foster testified that by subdividing the
neighborhood integrity would be hurt. Mr. Foster stated that he
is opposed because the proposal is not consistent with the
neighborhood.

A neighbor stated that she noticed clusters of twin homes for
sale near County Rd. B and Dale Street. She stated that this
concerned her. Kettler replied that there is a demand for these
type of homes.
