Shardlow replied yes, especially for review purposes. <br /> <br />Page 13 <br /> <br />Johnson questioned whether the city has enough staff to enforce <br />this ordinance. Jopke replied that they did. DeBenedet stated <br />that this ordinance has the potential to help the City solve <br />some problems and that without this ordinance some conditions may <br />not be enforceable. Roberts stated that the ordinance is a good <br />policing tool. <br /> <br />Berry stated that she was concerned about the question of <br />adequate staff but recognized the advantage of the ordinance <br />allowing a public hearing. <br /> <br />Johnson stated that the City needs adequate staff to police this <br />or it simply won't work and that she's not willing to dump more <br />work on the staff. Shardlow responded that it is important to <br />put the best ordinances on the books and that through the use of <br />performance bonds and letters of credit, the city can control the <br />developers actions. <br /> <br />Bakeman stated that if the city doesn't enforce the code now, how <br />does adding more code lessen code enforcement problems. <br /> <br />Mr. Bakeman questioned whether this ordinance allows a temporary <br />permit to become a rezoning. Shardlow stated that it is explicit <br />in stating that it does not. <br /> <br />wietecki stated that the safeguard is in who you elect in <br />Roseville because this is a strong piece of legislation and the <br />City will ultimately decide how it will be used. <br /> <br />MOTION <br /> <br />DeBenedet moved and Wietecki seconded recommendation to City <br />Council to adopt the Interim Use ordinance Amendment. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Berry, DeBenedet, Goedeke, Roberts, <br />Stokes, wietecki <br /> <br />Nayes: <br /> <br />Johnson <br /> <br />Shardlow presented the Ordinance Amendments to section 17, <br />Planned Unit Development. <br /> <br />Stokes questioned whether there would be a definition of a <br />P.U.D. in the ordinance.
