Pedersen <br />pointed out that speed bumps would increase the sound, especially <br />from snowplowing in the winter. Pedersen stated that the <br />neighbors live there and suffer 24 hours a day. Pedersen added <br />that he hoped that the noise ordinance restriction on <br />construction equipment operation would be enforced better than <br />they were at the adjacent Welsh site. <br /> <br />Toby Pedersen, 1790 Oakcrest, stated that she was opposed to the <br />proposal unless a solid barrier would be constructed between the <br />shopping center and the residential neighbors. Pedersen pointed <br />out that the neighbors have suffered from a loss of privacy and <br />that she is not comfortable utilizing their back yard any more <br />because of gawking employees. Pedersen added that employees at <br />the center have taunted dogs, have threatened them, and have had <br />noisy radios which disturb the residential neighbors. Pedersen <br />expressed concerns about the noise problems and sleepless nights <br />they have suffered because of loading, garbage removal, and snow <br />plowing. Pedersen pointed out that Mr. Ross does try to enforce <br />restrictions but action always takes place after the fact. <br /> <br />Mike Pedersen stated that there has never been any consideration <br />given to the neighbors. Pedersen stated that the original center <br />was not developed in accordance with the site lines shown on <br />their original artists drawing presented in January of 1985. <br />Pedersen stated that when staff approved changes, the neighbors <br />should have been contacted. Pedersen added that noise from cars <br />and equipment has been a problem and that they have no privacy in <br />their rear yards. Pedersen stated that the neighbors deserve a <br />wooden fence which is tall enough to screen their yards from a <br />six foot tall person standing on the landings on the rear of the <br />shopping center. Pedersen stated that the City Council has <br />expressed interest in protecting quality of life in the community <br />but that the neighbors on the south side of Oakcrest have no <br />quality of life. <br /> <br />George Lindgren stated that there have been bollards promised to <br />prevent traffic from leaving the Welsh site and going behind <br />Tanurb's center to Fairview Avenue but that this had not been <br />completed. Lindgren stated that the island had been extended <br />but that trucks, buses, and police cars still go the wrong way. <br />Lindgren pointed out that the road behind Tanurb is a speed <br />area. Lindgren stated he was concerned about the dock based on <br />problems at the existing dock. Lindgren pointed out that the <br />neighborhood has been promised things concerning the uses of <br />loading docks, dumpsters, garbage pick up and snow plowing <br />limitations which haven't been complied with. <br /> <br />Pedersen stated that a concrete barrier should be installed to <br />prevent traffic from going the wrong way behind Tanurb's center <br />and that he would be willing to form and install it if Tanurb <br />
