<br />ROSEVILLE PLANNING COMMISSION <br />Wednesday February 13, 1991 <br /> <br />Page 9 <br /> <br />provided the concrete. <br /> <br />Johnson closed the public hearing. <br /> <br />Johnson stated that some consideration is needed for the <br />neighborhood. Johnson asked if Ross had any ideas. <br /> <br />Ross stated his willingness on a day to day basis to deal with <br />issues. Ross pointed out that some areas have been addressed and <br />others are an ongoing battle. Ross stated that Tanurb takes <br />issues seriously and that an individual problem tenant would no <br />longer be there under a current proposal. <br /> <br />Berry stated that Ross has made every effort to deal with <br />neighborhood concerns but that she was troubled with continuing <br />testimony from residential neighbors about problems at adjacent <br />shopping centers. Berry pointed out that when the center was <br />approved, most Commission members were new and not very <br />sophisticated in their review. Berry stated that she doesn't <br />like the look of a solid wall and had hoped that planting on the <br />chain link fence would provide a sufficient screen but this has <br />not happened. Berry stated that she was dismayed by the looks of <br />the area. <br /> <br />Ross stated that they had contacted the landscape company in <br />charge of Har Mar and based on their recommendations, had planted <br />ivy similar to that used at Har Mar but that growth is slow and <br />it would take years to achieve screening. <br /> <br />Shardlow stated that it might be appropriate to sort out, for <br />informational purposes, what specifically has been approved on <br />the si te but that the issue before the Commission was very <br />limited. Shardlow added that in his opinion, the Planning <br />Commission's review should be limited to the issues related to <br />the specific issue before the Commission tonight. Shardlow said <br />that he believed that all the issues have been addressed and that <br />staff's recommendation was that the Planning commission recommend <br />approval of the special use permit and pass the issue on for City <br />Council action. Shardlow also stated that it would be <br />appropriate for the Planning Commission to suggest that the <br />Council work with the applicant and the neighbors on the <br />possibility of adding a solid screen wall along the northerly <br />property line and that as part of that, it may be appropriate to <br />eliminate the brick screen wall and have the applicant <br />contribute to the construction of a wall along the property line. <br />Shardlow stated that it was in the best interest of the <br />neighborhood and the applicant to move the application along to <br />the Council. <br /> <br />Johnson suggested that the Planning Commission could take action <br />and suggest that staff research the history of the project and <br />
