ROSEVILLE PIANNING COMMISSION
THURSDAY, FEBRUARY 21, 1991

The February 21, 1991 special meeting of the Roseville Planning
commission was called to order by Chairperson Pat Johnson at 7:34
P.M.

Members Present:

Wietecki, Roberts, Berry, DeBenedet, Johnson,

Members Absent:

stokes, Goedeke

staff Present:

Sarkozy, Shardlow, Jopke, Bell

council Present:

Thomas (Liaison), Maschka

Planning File 2178

Tanurb request for an amended special use permit for site plan
approval at the Rosedale Commons Shopping Center at 2480 Fairview
Avenue.

Presentation

Sarkozy updated the Commission on the events which led to the
necessity of calling the special meeting. Sarkozy stated that
Tanurb Co. had objected to the action on February 13, 1991 to
delay Planning commission consideration of this matter for 30
days. Sarkozy said that Tanurb pointed out that they met all the
technical aspects required for action and that the delay would
adversely effect them. Sarkozy added that the City Attorney's
office had advised the City that the Planning Commission should
conduct a special meeting so that the Council could consider this
matter on February 25, 1991. Sarkozy testified to the Commission
that the main issue appeared to be the provision of an opaque
fence along the total length of the north property line. sarkozy
assured the Planning Commission that City staff and Tanurb Co.
are interested in working out an agreement on the provision of a
proper buffer. Sarkozy also stated that City staff has received
a petition from all the affected residential neighbors requesting
that an opaque fence be provided between their property and the
shopping center to buffer the residents from the noise and visual
impacts of the center on their property. Sarkozy stated that he
has discussed this request with Tanurb and all seem to agree that
the solution is an opaque fence. Sarkozy recommended that it
would appropriate for the Planning Commission to take action on
the request before them and equally appropriate for the Planning
Commission, in as strong of words as they feel appropriate, to
recommend that the City Council work with Tanurb and the
neighbors to reach a final agreed upon solution to the buffer
issue.
