<br />ROSEVILLE PLANNING COMMISSION <br />September 11, 1991 <br /> <br />Paget <br /> <br />5 <br /> <br />concern that the program is limited to one bank, concern that the <br />community reinvestment act would require the program to be done <br />anyway, concern that there appeared to be no correlation with need, <br />concern that the loans were going to income levels above the <br />Roseville average, concern that the program was not consistent with <br />legislative intent of tax increment financing, concern that there <br />is no criteria for governing use of the funds, concern for the <br />safety of the loans and the risk to the City, whether the program <br />would sunset and the boundaries returned to existing once the money <br />is expended, and the need for review and evaluation of the program <br />to insure that it is meeting its goals. <br /> <br />MOTION <br /> <br />Roberts moved and Harms seconded a motion that the proposed changes <br />are consistent with the City's comprehensive plan and that it is <br />the expressed opinion of the Planning commission that the expansion <br />of the plan should be implemented. The following comments were <br />offered: <br /> <br />1. That the use of funds be restricted to focus on the <br />rehabilitation of housing stock within the community. <br /> <br />2. That an annual audit be done to insure that the program is <br />meeting City goals. <br /> <br />3. That due diligence be completed concerning legality of the <br /> program. <br />4. That the Council consider a more competitive bid process with <br /> other banks to run the program. <br />5. That a written plan be prepared. <br />6.
