<br />ROSEVILLE PLANNING COMMISSION <br />February 12, 1992 <br /> <br />Page# <br /> <br />3 <br /> <br />between Woodbridge and Rice street. <br /> <br />Presentation <br /> <br />Shardlow highlighted the PUD process and pointed out that because <br />of the number of issues that have been identified that this should <br />be considered a PUD sketch plan review not a concept plan review. <br />Shardlow summarized the history of the zoning on the site and the <br />current proposal pointing out that the total site including the <br />apartments should be subject to review and conditions. Shardlow <br />presented a petition which was received by staff in opposition to <br />the proposal. Roger Kolstad stated that Filister owns the <br />properties and would be selling lots to individuals or builders. <br />Kolstad highlighted proposed house values, berming, landscaping and <br />fencing. <br /> <br />DISCUSSION <br /> <br />Issues discussed included the need to research planning files and <br />minutes to better understand previous city approvals, the need for <br />addi tional screening and buffering, who would own and pay for <br />buffer, the impact of utility improvements on the streets, if the <br />density is too high, whether there is adequate parking on the site, <br />the need for upgrading the apartments, what has changed to justify <br />the proposed change, the need for a neighborhood meeting, <br />alternative parking arrangements to locate cars further away from <br />proposed lots, the need for covenants and standards to insure <br />quality housing and access improvements to Rice street. <br /> <br />Four residents testified concerning this matter: <br /> <br />Marge Pollack, 2795 Woodbridge street summarized a written <br />statement in response to the planning report encouraging denial of <br />the rezoning. The issues covered in the letter included that there <br />is already a balanced age and economic composition in the <br />neighborhood, that the proposal doesn't meet the goal of innovative <br />housing, that the existing density is already too high, that the <br />neighbors would rather have visual green space than additional <br />houses, that there is no need for access from the apartments to the <br />west, and that the proposed rezoning is an unfair and inappropriate <br />way to deal with existing apartment and site maintenance problems. <br />The letter pointed out that 24 of the 28 houses which face the site <br />do not want the rezoning. <br /> <br />Kathy Kohner, 2872 Marion street, stated that she wanted their name <br />removed from the petition because it had been signed by her 14 year <br />old daughter. <br /> <br />John Pollack, 2795 Woodbridge street questioned utility locations <br />and whether Woodbridge street would have to be reconstructed. <br /> <br />John Harmes, 2802 Marion street, expressed concern that the <br />apartment parking lot could be extended 70 feet closer to the <br />
