<br />ROSEVILLE PLANNING COMMISSION <br />April 8, 1992 <br /> <br />Paget <br /> <br />3 <br /> <br />R-1 to PUD for the construction of a 30 unit owner occupied <br />townhouse project at 725 W. Larpenteur Avenue. <br /> <br />Presentation <br /> <br />Shardlow summarized the PUD process and the proposed townhouse <br />project. <br /> <br />Kevin VanRiddle, the applicant, summarized the site section, market <br />study, price range, play area contingencies, the fact that the <br />final design of the detention pond has not been completed and that <br />there were 35 packets distributed to the neighbors for comments <br />prior to this meeting. <br /> <br />Discussion <br /> <br />Issues discussed included the distance to the pavement to the pond, <br />area of the pond, the function of the detention pond, the necessity <br />to protect the pond, water management organization requirements, <br />DNR requirements, erosion control, that the density was too high, <br />how snow storage would be handled, concern that there was not a <br />neighborhood meeting held, whether or not the comprehensive plan <br />designation reflected the true desire of the community, and the <br />adequacy of the open space provided. <br /> <br />Citizen Testimony <br /> <br />Gene Anderson, 1707 Alta Vista, questioned how many bedrooms there <br />would be, how long the proposed trail would be and how much <br />landscaped area would be provided. <br /> <br />Peter Zeller, 1773 Alta Vista, expressed concern about gas seeping <br />from vehicles into the pond and the amount of the site that will <br />drain to Sweeney Pond. <br /> <br />Allan Eitsmith questioned whether any contact had been made with <br />DNR and if the City will participate in the purchase of the water <br />line easement. Keel indicated that the developer would have to <br />purchase the easement rights. <br /> <br />Dave Engber, 670 Roma, questioned whether the existing pond would <br />be torn up when the water main was constructed. <br /> <br />An unidentified citizen stated that this proposal involved too many <br />homes on the site. <br /> <br />Dave Wilson, 1782 Alameda, expressed concern about the additional <br />people on the wildlife pond and concern about pollution from <br />automobiles. <br /> <br />Kathleen Sorteberg expressed concern about the impact of the <br />project on wildlife, objected to the name of the project and stated <br />-bhco.-b -bhc. cl.c.n~l. -br v.c L.l.c .t:-'.L v j c....
