<br />ROSEVILLE PLANNING COMMISSION <br />April 8, 1992 <br /> <br />Paget <br /> <br />6 <br /> <br />Presentation <br /> <br />Shardlow highlighted the sign ordinance review process and views <br />regarding church signs, pointing out that there are equal <br />protection and free speech issues that need to be addressed <br />carefully. <br /> <br />citizen Appearance <br /> <br />John Owens, representing st. Rose of Lima Church expressed a <br />concern that the limit of 4 events per year was too restrictive. <br /> <br />Joe Rickenbach from North Heights Lutheran Church stated that while <br />the church has no official position at this point, that their <br />church was not concerned about the limit of off premise signage but <br />that smaller churches might be concerned. Mr. Rickenbach also <br />stated that the restrictions on special event signage was too <br />restrictive and pointed out that 8-10 events, with a four week <br />limit per event was a more reasonable standard. Mr. Rickenbach <br />also pointed out that their particular church would need more than <br />one tent. <br /> <br />Nancy Folby from North Como Presbyterian Church stated that the <br />symbolic banners which they have at their church, have received <br />positive comment and are part of their worship experience and <br />therefore should not be prohibited. <br /> <br />Blyth Thompson from Roseville Lutheran Church stated that off <br />premise directional signs were important because people have <br />trouble finding the church. Ms. Thompson pointed out that maybe a <br />more tasteful design for these signs could be developed. <br /> <br />Mary Jo Dolan, from st. Rose of Lima Church, questioned <br />restrictions on on-premise directional signs and pointed out that <br />the violation provisions were too heavy, based on the fact that <br />corrections would have to be done by volunteers who may not be able <br />to get there within the time limits placed in the ordinance. Ms. <br />Dolan also expressed a concern about the fees. <br /> <br />Barb Ruetter, from North Como Presbyterian Church, stated that the <br />City should address different signs differently, but that there is <br />no difference between advertising for business and the symbols of <br />religion which are important to the church. <br /> <br />Real Estate Siqns <br /> <br />Karen Christopherson stated that the realty industry is encouraging <br />a standard setback from the curb line and pointed out that there <br />would be no liability to the City for the signs.
