<br />ROSEVILLE PLANNING COMMISSION <br />June 10, 1992 <br /> <br />paget <br /> <br />5 <br /> <br />Zach Hansen highlighted the need for the program, what type of <br />materials would be handled on the site, how materials would be <br />handled on the site, projected volume, hours of operation, and <br />experience at other sites. <br /> <br />Discussion <br /> <br />Issues discussed included whether to continue this matter until a <br />decision is made on a si te for the John Rose Oval, type of <br />containers and type of trucks used to transport materials, how <br />after hours dumping would be controlled, how peak volumes would be <br />handled, average wait time, and the impact of recent federal law <br />changes on proposal. <br /> <br />Two citizens appeared: <br /> <br />Jack Tschida, 512 Glenwood, expressed concern that this could <br />become a permanent facility, that after hours dumping could occur <br />and that the facility could have a detrimental effect on the <br />environment in the area. <br /> <br />Gary Schwartz, representing Temple of Aaron Cemetery, stated that <br />they supported the concept, but would like additional landscaping <br />or other screening materials to screen the site from view from the <br />cemetery. <br /> <br />MOTION <br /> <br />Harms moved and Stokes seconded a motion to recommend approval of <br />the Ramsey County Department of Health request for a 2 year interim <br />use permit to allow the property located along and to the east of <br />Kent Street, north of Larpenteur Avenue to become the location of <br />a temporary household hazardous waste collection site with the <br />following conditions: <br /> <br />1. That the facility be operated as described in the application <br />materials. <br /> <br />2. That a more detailed drainage plan be approved by city staff. <br />3. That no Council action be taken prior to June 30. <br /> <br />4. That the applicant maintain the berm and explore reasonable <br />landscape screening alternatives. <br /> <br />5. That signage be used on gates listing the penalty for illegal <br />dumping and a phone number to contact. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Harms, Thomas, <br />DeBenedet <br /> <br />Stokes, <br /> <br />Goedeke, <br /> <br />Nayes: <br /> <br />None <br />
