<br />ROSEVILLE PLANNING COMMISSION <br />December 9, 1992 <br /> <br />Paget <br /> <br />3 <br /> <br />Roger Sadecki, 667 County Road C, testified that concerns raised at <br />prevlous Commission meetings including spot zoning, density <br />setbacks, greenspace and aesthetics have not been addressed. Mr. <br />Sadecki also pointed out that a broader population is needed and <br />that the proposed housing should be more affordable. Mr. Sadecki <br />testified that the density is not appropriate to the neighborhood. <br /> <br />steve Britz, 634 County Road C, stated he would be concerned if <br />Borgstrom property became part of development because he would then <br />be adjacent to the property. He stated he doesn't want to be part <br />of land use change and showed the Commission an 8 lot single family <br />plat which would work on the property. <br /> <br />Jim Bodsgard, 720 County Road C, said he moved into the area <br />because of openness of the area and chose to remodel instead of <br />moving away. He opposed high density housing in the area and <br />stated concerns about fire hydrant location and ability of the Fire <br />Department to access the hydrants when cars are parked in front of <br />them. <br /> <br />Fred Booth, 626 County Road C, stated he had been through this <br />before and was still opposed to it. He said that a townhouse <br />development should not be dropped into the middle of a single <br />family neighborhood. <br /> <br />Dawna Longendyck, County Road C, stated her concern that the <br />development could set a precedent for the vacant property behind <br />her property which would push them out. <br /> <br />George Merrill, American Legion, stated that the executive board of <br />the American Legion has no objection to the project. Mr. Merrill <br />added that they would like to see the parcel developed to help <br />eliminate problems with young people on their property. <br /> <br />Don Dexter, American Legion, pointed out that the Legion may want <br />to develop their parcel in the future to offset high taxes they <br />pay. He stated that the new development would be something to help <br />continue the philosophy of the legion such as a medical clinic. <br />Mr. Dexter stated they are not in a mood to sell property at this <br />time. <br /> <br />ADDITIONAL ISSUES <br /> <br />The Commission discussed what building height and density would be <br />allowed under present zoning, setbacks, what precedent approval of <br />this project would set, whether Rose Place was platted through the <br />Legion property, and the purpose of PUD's. <br /> <br />Commission members expressed opinions that the proposal was too <br />dense at this point in time, is an enclave in middle of single <br />family area, that additional work on drainage and landscaping is <br />necessary, that there is inadequate setbacks and buffering, and <br />that snow storage issues need to be addressed.
