ROSEVILLE PLANNING COMMISSION
December 9, 1992

Paget

2

should be public or private and whether they could be connected to
Dale street and snow removal. The Commission also discussed
project density and whether the comprehensive plan should be
amended to show medium density all the way to Dale street.

Citizens

Victor stumo, 686 Wheaton, questioned if the ponding area would
cause problems and how snow storage would be handled. Mr. stumo
stated his concern that the project would deteriorate over time.

John Borgstrom, 644 County Road C, questioned what action would be
taken tonight and whether the Planning Commission could be
bypassed. Mr. Borgstrom expressed concern about the inadequate
setback of the driveway and parking adjacent to his property, and
stated the road should be 50 feet away from his property. Mr.
Borgstrom testified that 2 story buildings do not fit the area and
that snow storage and drainage would be a problem because his
property is lower.

John Foster, 675 County Road C, stated that the neighborhood has
organized to protect the neighborhood and questioned how the
Commissioners would feel if the development was being proposed in
their neighborhood. Mr. Foster also pointed out that they moved to
the site because it was a single family neighborhood and that the
proposal would change that. Mr. Foster also stated that more
appropriate development is possible.

Harold Vansicle, 686 County Road C, pointed out that they moved to
the area because of the large lots and open space. Mr. Vansicle
stated that the project is too dense, that there is inadequate
setback adjacent to his property, that the project would add to
traffic problems on County Road C, that the design doesn't fit the
neighborhood, that the project would an enclave in the middle of a
single family neighborhood, and that it would set a precedent which
would allow development of the American Legion property.

Jan Chelstri, 690 County Road C, expressed concern that the project
would result in the loss of open space, wildlife and the park like
setting which they moved into the neighborhood for.

Karen Foster, 675 County Road C, stated they had moved out of st.
Paul to get away from the noise of traffic and dense development of
the inner city that the proposed proj ect would create. Mrs. Foster
also was concerned that the development would tower over the single
family neighborhood.

Jill Berquist, 701 County Road C, indicated she just moved into the
neighborhood 2 weeks ago and would not have bought if she had known
about this proj ect. Mrs. Berquist stated she was concerned it
would set precedent and that new development would isolate the
neighborhood. She also stated increased traffic would be a
problem.
