<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Wednesday, March 10, 1993 <br /> <br />The March 10, 1992 regular meeting of the Roseville Planning <br />Commission was called to order by Chairperson Jim DeBenedet at 7:30 <br />P.M. <br /> <br />Members Present: <br /> <br />Harms, Roberts, Wietecki, Stokes, Thomas, <br />DeBenedet <br /> <br />Members Absent: <br /> <br />None <br /> <br />Staff Present: <br /> <br />Shardlow, Jopke <br /> <br />Council Present: <br /> <br />Maschka <br /> <br />Approval of Minutes <br /> <br />MOTION <br /> <br />Thomas moved and Stokes seconded a motion to approve the minutes of <br />the February 10, 1993 Planning Commission meeting. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Harms, Stokes, Thomas, DeBenedet <br /> <br />Nayes: None <br /> <br />Abstain: Roberts, Wietecki <br /> <br />Hearings <br /> <br />Planning File 2497 <br /> <br />Rockne Goertz request for rezoning from R-l to PUD, approval of a <br />general concept planned unit development plan, vacation of utility <br />easement, and approval of preliminary and final plat at 711 and 725 <br />Larpenteur Avenue. <br /> <br />Presentation <br /> <br />Shardlow highlighted the site, comprehensive plan and surrounding <br />land use density, shore land setback, drainage, utilities, <br />comparison to R-2 standards, and landscaping. <br /> <br />Rockne Goertz summarized the proj ect including parking, unit <br />design, erosion control, and drainage. <br /> <br />Discussion <br /> <br />Issues discussed included sidewalk width, ownership versus rental, <br />playspace, unit size and design, berming, traffic safety, exterior <br />colors, amount of clearing adjacent to the pond, drainage <br />calculations, the need for a maintenance agreement and/or bond for <br />the proposed drainage pond, and pond safety issues. When asked, <br />Shardlow indicated the proposed drainage pond would be designed in <br />accordance with Metropolitan Council recommended guidelines. <br />
